Pros: The Standard for Writers and Editors
Cons: Pricey, but invaluable. Can find it used. Doesn't include online terms.
The Bottom Line: If you work in a creative venue, magazine, scholarly publisher's office, or as an independent writer, this is the best choice for you.

Poor organization and inconsistent advice: Could this book be any more confusing?

Pros: thorough to the point of exhaustion
Cons: it's nearly impossible to find anything you're looking for, anything useful
The Bottom Line: The Chicago Manual of Style would be an incredibly useful writing and editing tool -- if only you could find what you were looking for!
